Once you have your image in paint, you can save it, by going to File, and then selecting "Save As".
On the save dialog that pops up, go down to "Save as type", and select 256 Color Bitmap.
Note:
You can save as 16 bit or monochrome, but you will loose a lot of quality.
It would be wize to do all of this even before you have your guild set up.
Even though you can make a guild without an emblem.... nobody wants to run around with out being fully equiped..

There is also a lot of confusion on what exactly to type when you actually make a guild.
When your ready type in the command line /guild "your guild name"
